Tax Policy
The Chamber successfully advocated for the passage of legislation that caps the annual growth of property tax revenue for local governments at the rate of inflation unless approved by a voter referendum. This protection prevents sudden and unpredictable tax increases that harm businesses and homeowners alike.
Additionally, the Chamber blocked multiple attempts to impose new combined reporting requirements and other business-hostile tax policies, preserving Tennessee’s competitive position as one of the lowest-tax states in the nation for business investment and job creation.

Right-To-Work
The Chamber led the effort to enshrine Tennessee’s longstanding Right-To-Work policy into the state constitution through a voter-approved amendment in 2022, making Tennessee the first state in the Southeast to provide this permanent protection against forced union membership.
In 2025, the Chamber successfully defeated legislation that would have allowed project labor agreements (PLAs) on state-funded construction projects, preserving open competition and keeping taxpayer costs lower on public works.
Environment & Energy
The Chamber shepherded the enactment of Public Chapter 712 which clarifies the regulatory status of soil, an issue that can have a significant impact on urban development. Because of the imminent creation of a regulatory scheme by the Department of Environment and Conservation, the Senate recognized the urgency of this issue and advanced the bill.
The Chamber played a significant role in ensuring that an attempt to ban the use of single-use plastic and paper bags by retail, grocery, and food service establishments failed to become law. Instead, lawmakers voted to discuss the issue in more detail in the form of a summer study. At the time of this publication, no summer study has yet been scheduled.
Anti-Business Legislation
The Chamber stopped numerous anti-business mandates in 2025, including attempts to impose predictive scheduling requirements, significantly expand private cause of action under the Tennessee Human Rights Act, and create new paid family leave mandates that would have disproportionately harmed small and medium-sized employers.
The Chamber also defeated legislation that would have dramatically increased minimum wages at the state level and removed important legal protections for employers facing frivolous lawsuits, preserving Tennessee’s reputation as one of the most employer-friendly states in the country.
